Why do the software icon's position and the software window's position and size change every time I turn the monitor's power on and off when connected to a PC via DisplayPort?

Because when the monitor’s power is turned off, the PC (Windows 7 / Vista) does not recognized the connection and reallocates the icons and windows. This problem doesn't occur when using monitor's power saving mode. (1) Avoiding this problem with a USB cable When using these monitors, you can avoid this problem by connecting to a PC via a USB cable.
